Eighty-seven participants from state, federal, and private organizations, and agencies met to design what a satellite site would liik like (social and biophysical), determine the extent of the observatory and critically evaluate the proposed satellite sites, and evaluate the infrastructure investments to be made now and in the future (cost, feasibility, capacity, etc.).
